Glen Welch has focused most of his insurance career on providing tools for family business owners who have the determination to build successful independent businesses. Glen is a co-founder with his brother Todd Welch and father Scott Welch of Charter Partners USA, Inc. Founded in 1996, Charter Partners has grown into an innovative business community of approximately 100 business owners in 18 states who work together in industry Pods to solve shared problems.
Charter Partners was originally founded to seek property & casualty insurance alternatives to the rising costs and plummeting trust that were common for business owners. By 2003, Charter Partners had reached the $15 million mark in property/casualty insurance premiums -- and had expanded its business into other areas of support for entrepreneurs.
The Charter Partners community now works together to address a range of other pressing business issues important to business owners: health insurance; recruiting and retention of good employees; perpetuating the family business; developing standard business practices; and training.
With more than 20 years of insurance experience, Glen Welch brings a wealth of knowledge to Charter Partners. He has served as the Vice President of Client Service and as Director of Marketing for Bowers, Schumann & Welch (BS&W), a large independent insurance agency based in Washington, New Jersey previously owned by the Welch Family. He has several years experience in claims and marketing. The Welch’s’ sold their insurance agency, Bowers, Schumann & Welch, in June 2000 to exclusively focus on Charter Partners and it’s evolving initiative into a Community-based membership company.
A graduate of The College of Insurance (St. John’s University) in New York City, Mr. Welch stays active in the community and has been a guest speaker at several industry seminars and conferences.
Todd Welch has devoted his professional career to exploring entrepreneurship and supporting people who have the American dream of entrepreneurship.

Todd notes that his proudest professional accomplishment is “helping our Members, who represent the best of American family business owners, to create an environment of mutual trust and respect where they can work together and share knowledge.”
Todd devotes time to developing entrepreneurship education programs for high school students in northwestern New Jersey and the Lehigh Valley of Pennsylvania. In 2003, Todd founded two organizations: the Welch Foundation for Entrepreneurial Learning and Charter Entrepreneurs, both aim to develop entrepreneurship education and opportunities for high-school students with the long-term goal of supporting the American family business.
In 1993, Todd co-founded the “Wings” program to provide the students of Warren Hills Regional High School the opportunity to learn the fundamentals of business. Under his direction, a TV station, radio station, bistro, school store, and student newspaper have started as real businesses, with more than 2000 students participating over 10-years. Todd also founded the Welch Family Foundation to help young people in business leadership.

FRANK M. BIAMONTE Vice President
With Charter Partners since 1996, Mr. Biamonte’s major responsibilities have included developing corporate policy, corporate business and marketing strategies. He is also responsible for general legal issues and the establishment and related administration of the Rent-a-Captives for each of the Membership Pods that participate in the Charter Partners Alliance.
Mr. Biamonte was a principal in and President of Wallaby Software Corporation from 1983 to 1996. The Wallaby Software Corporation developed and sold medical software packages to health clinics and small hospitals, nationally, utilizing a network of authorized agent companies. In addition, from 1977 to 1983 he was President of STC Systems, a manufacturer of business computer systems.
A graduate from Fairleigh Dickinson University, Mr. Biamonte earned his Bachelor of Science degree in Electrical Engineering. He resides in northern New Jersey with his wife.
PATRICIA A. COWLEY Vice-President & Treasurer
Before joining Charter Partners in May 2000, Ms. Cowley served as CFO of Bowers, Schumann & Welch (BS&W), a large independent agency based in Washington, New Jersey, from 1996 to 2000, prior to the BS&W acquisition by Brown and Brown.
In addition, from 1994 to 1996, she was the Controller at BS&W. Ms. Cowley served with BS&W for 12 years. Prior to joining BS&W, Ms. Cowley held accounting positions in the manufacturing industry.
At Charter Partners, she served as Chief Financial Officer from 2000 through mid-2007. Her responsibilities included financial management, information technology, and human resources.
As Vice-President & Treasurer, she is responsible for leading the Charter Partners Cooperative. The Charter Partners Cooperative encompasses all sectors: P&C Insurance, Health, Finance, Commerce, Human Resources & People Development.
Ms. Cowley earned her Associates Degree in Accounting & Business Management from Warren County Community College and is a Certified Microsoft Professional. She lives in northwestern New Jersey with her husband, two children and their Australian Shepherd, Bailey.
Johnna Curry Underwriting Support Technician
Before joining Charter Partners in April 2002, Johnna served as a Commercial Lines Rater for Penn National Insurance Company for 5 years.
At Charter Partners, Johnna is responsible for the quoting, issuing, and endorsement processing of new business & Renewal policies. Lines of business include Commercial Property, General Liability, Crime, Inland Marine, Automobile, & Workers Compensation.
Jill Gonzales Innkeeper and Executive Administrator of Charter Partner Community, LLC
Prior to joining Charter Partners Mrs. Gonzales owned and operated a specialty food business. Jill also has a background in professional Theatre Arts and Business Administration.
At Charter Partners her role as Innkeeper, at Charter Farms, allows her to develop creative ideas for anything from one-of-a-kind events to recurring meetings.
Jill is also proud of her certification as a National Registry Paramedic working in the State of New Jersey. She resides in Northwest New Jersey with her husband and has two daughters.
Chris Krantz Membership Underwriting Director
Before joining Charter Partners in May of 2002, Ms. Krantz served as the Account Executive for the Bollinger Golf & Country Club Program from 1998 through 2002.
Prior to her work with the Bollinger Program, she held various Underwriting and Management positions with Crum & Forster Insurance, where she started in 1978.
At Charter Partners, Ms. Krantz is responsible for coordination & development of new pods and also handles the Underwriting process for the Managers and Commercial Real Estate Owners, Vehicle Insurance Partners and the Fuel Insurance Group.
In addition, she manages the Charter Partners Internal Underwriting Audit process, working directly with AAIC to ensure that the proper Underwriting documentation and exposure controls are present in our files and that the appropriate regulatory and compliance procedures are adhered to.
Ms. Krantz earned her Bachelor of Arts Degree from Bloomfield College. She has her IIA Certification, having completed INS 21, 22 & 23 and has also successfully completed numerous parts of the CPCU program. Chris lives in Branchburg, NJ with her husband and two daughters.
Bill Marushak Director of Membership Development
As the Director of Membership Development, Bill is responsible for the development of new Members through the creation of Multiple Partner Alliances, which bring businesses together to innovate faster.
Before joining Charter Partners, Bill served as the Director of Business Services for the Lehigh Valley Association of Independent Colleges (LVAIC). Under his leadership, the Business Services division of LVAIC received national recognition as a model of procurement efficiency with over $100 million in group purchasing of products and services. This division also generated substantial cost savings for its clients and gave them access to higher quality products and services.
Bill also served as the Manager of New Business Development for KidsPeace, a national non-profit children’s organization based in Pennsylvania. He was responsible for the development of new programs and services through mergers, acquisitions and new development.
A graduate of DeSales University, Bill resides in Pennsylvania with his wife and two children.
Janine M. Spadafora Network Administrator
Before joining Charter Partners in October 2003, Janine was a technical Help Desk Manager at Essroc Italcementi in Nazareth, PA.
Prior to Essroc, Janine as Systems Administrator at Brown & Brown of NJ and Brown & Brown of Lehigh Valley (formerly Bowers, Schumann & Welch) for six years, and as an IT Consultant for Crum & Forster.
At Charter Partners, Janine is responsible for supporting the computer network, and implementing new technology. Janine has 20 years experience in the Information Technology field.
She lives in Pohatcong, NJ with her husband and two children.
Dawn Spinnler Financial Analyst
Before joining Charter Partners in September 2000, Ms. Spinnler served as an Account Associate and Director of Marketing at Bowers, Schumann and Welch for eight years.
At Charter Partners, Ms. Spinnler is responsible for billing statements, reconciliations, cash receipts, placing new and renewal directors & officers coverage for all the Membership Pods.
Ms. Spinnler received her New Jersey Insurance License in 1988. She lives in New Jersey with her husband and two children.
SUSAN L. STARK Director of Insurance Operations
Ms. Stark was Chief Service Officer of BS&W, where she had been employed since 1981 until its sale to Brown and Brown in June of 2000. Her responsibilities included management of a $6 million public entity book of business, human resource management of the client service associates, quality control and procedures implementation and oversight and reducing redundancies throughout the agency.
Since joining Charter Partners in 2000, she is responsible for the quoting and policy issuance for Charter Partner Insurance Company for all of our membership Pods, customer service for several of our membership Pods and overall compliance and licensing for the Company and our employees.
She maintains a resident P&C license in Pennsylvania and a non-resident license in all other 49 States.
Ms. Stark earned an Associate Degree in Business Administration from Churchman’s Business College in Easton, Pennsylvania. She lives in Pennsylvania with her husband and Cairn Terrier Sasha.
Kimberly J. Ujvary, CISR Account Manager
Mrs. Ujvary joined Charter Partners in September 1998, after working for two and a half years as a client service agent with Bowers, Schumann & Welch (BS&W). Prior to BS&W, Kim worked as a Human Resources Assistant for an employee leasing company.
In January 2003, Kim transferred from the retail to the wholesale team as an Underwriting Support Technician. Her duties involve all facets of policy issuance including processing, issuing and booking endorsements, audits and policies.
In 2006, Kim rejoined the retail team, where she provides service to the FSA (Fire Suppression Alliance), WASH (Waste And Septage Haulers), and ASDA (Asphalt Surface & Development Association) groups. Kim holds a CISR (Certified Insurance Service Representative) designation and is fully licensed.
Kim resides in Bethlehem Township PA with her husband and two daughters.
Yvette Waananen Associate Project Manager
Before joining Charter Partners in May 2002, Yvette worked in the Financial Services industry as a Senior Collection Specialist. Prior to that, she worked in New York City as a Certification and Training Coordinator for a non-profit marketing association.
At Charter Partners, Yvette is responsible for website administration, meeting management and is also involved in the administration of the Charter Partners Cooperative.
Yvette attended Montclair State University and resides in Western New Jersey.
Ryan Welch Account Executive
Ryan Welch likes to say that he has had a 21 year internship so far with his grandfather Scott Welch and his Uncles Glen and Todd Welch. “We are a Business Family, not just a Family Business”
Ryan studied Speech Communication and Marketing at Northern Arizona University in Flagstaff, AZ. He then went on to take an internship at Employers Consultancy Inc. in Flemington, New Jersey. He was focused in Sales and Marketing. After completing his internship, Ryan went on to sharpen his skills at filmmaking at the Digital Film Academy in New York City. In November of 2006, Ryan became a partner in a business venture called Singstrong (a.k.a. Lehigh Valley Idol). He now plays an advisory role in the company after it became Gary James Publishing (4 The Art of It).
Ryan produced a promotional film for the Nazareth Blue Eagle Education Foundation and has also volunteered his time to create a promotional video and commercial for Lehigh Valley Lutheran School, a fifteen minute film honoring America’s Veterans, and a mock DUI film to deter students from driving under the influence, which has been shown to thousands of students and is reaching more kids each year.
After more than a year of learning about the challenges of being an entrepreneur, Ryan decided to get involved in the family business. In September 2007, he began to play an active role in Charter Partners by helping develop the Charter Partners Trust-Tour and Toddcast.com. He also produced the CP promotional video “Momentum.” In April 2008, Ryan obtained his P&C Insurance license.
