Charter Partners Invitational: Registration in Full Swing

Charter Partners aims to have “many” Members attend its “From Many…One” Charter Partners 2004 Invitational meeting.

The community-wide Invitational will be held Thursday, October 21 and Friday, October 22, 2004, at The Hotel Hershey in Hershey, Pa.

Registration has begun at the Charter Partners Web site at: www.charterpartners.com/content/vertical/group_resources_29.asp.

“We encourage Members to make their plans early and to register on the Charter Partners Web site,” noted Susan Burnett, project manager who is leading the Invitational.

Charter Partners has taken the best activities and member ideas from prior years and has developed a new dynamic, fast-paced format that will allow for a fun and efficient “brain exchange” of ideas to improve business. Entrepreneurs from both within and outside the community will lead “shared knowledge” sessions on a range of topics. All Member suggestions for speakers and topics have been reviewed, Burnett noted, adding that Charter Partners is planning more hands-on, interactive discussions at the Invitational.

Additionally, Charter Partners will provide updates on its initiatives including: the new captive insurance program; healthcare; group purchasing; human resources; and education.

Co-founders Glen Welch and Todd Welch added that they also hope Members take advantage of the family-friendly Hershey location and bring their families.

“We promise a valuable, mind-expanding and enjoyable two days!” the two stated.

Following the meeting, Hershey Park will be open all weekend for family fun and Halloween festivities. The Hotel Hershey has extended a favorable room rate for the entire weekend for Invitational participants.

During the course of the Invitational, morning seminars on health, fitness and nutrition are being offered for spouses. Also, afternoons will be open for spouses to participate in activities, including the Hotel Hershey’s world-class spa, hiking, and museums and shopping. The Hotel Hershey offers babysitting for children under age 10.

Children ages 10-12 and 13-18 are encouraged to attend an entrepreneurial program. This fun and educational program will challenge participants to create a new candy bar; conduct a research study; learn production requirements; design packaging; and develop product name, marketing campaign and pricing strategies.

Innkeeper Gonzales Announces Conference Center Offering for Members

Have you ever wanted a high-quality, productive, comfortable, high-tech setting for a company meeting or group meeting?

Have you also wanted it to be affordable, and in a scenic environment?

That meeting setting is now available to Charter Partners Members at the new conference center in Easton, Pa.

Jill Gonzales, the Charter Partners Innkeeper and Meeting Planner, announced recently that three meeting facilities are now available at the conference center at Charter Partners at the Farm, located on Browns Drive.

The meeting facilities are available exclusively to Charter Partners Members and service providers, whether for a company meeting or for a Charter Partners event. The meeting spaces are all located on a 50-acre hillside property in a quiet farm valley just a few miles off Route 78.

“We want to provide quality, intimate, productive environments for our groups and for member private meetings and corporate events,” stated Gonzales, who brings a background in business, hospitality, and theater to her role as innkeeper.

“I’m ready to help people plan a one-of-a-kind event or bring a fresh environment to a recurring meeting,” she continued.

“We’re proud of our ‘brand-new’ 265-year-old farm property, and we’re very happy when Members come and have an enjoyable meeting experience,” Gonzales added.

The three meeting facilities are:

“The Barn,” a new space named for its former use, offers 800 square feet of meeting space. Built in 2004 inside the shell of a rustic hillside barn, the room offers audio-visual equipment in a comfortable, airy, bright room with adjacent kitchen and bathroom facilities. The room can accommodate a large meeting of a few dozen people in an environment refreshingly different from a hotel or conference facility.




“The Barn” is a meeting space that has been newly refurbished on the outside…


 



…and on the inside. The new meeting space has internet access, audio-visual equipment, and kitchen facilities.







“The Lantz Room” is located in the main farmhouse on the property, which is a 265-year-old cabin that has been meticulously kept and updated with modern kitchen and bath facilities. Comfortable for mid-sized meetings, this room features log walls, rustic furnishings, and double French doors opening up to the rear lawn and woods. It is often chosen as an intimate environment for a conference, executive meeting, or working lunch.

“The Cabin” is a brand-new unique meeting space. Built in 2004 with post-and-beam construction overlooking a steep stream valley in a secluded area of the woods, this rustic retreat location can handle small groups. It features an outside fire circle with hand-hewn timber benches as well as an interior wood-burning stove.
 



The rustic setting of “The Cabin” is accessible via an uphill walk or all-terrain vehicle ride.







Use of the meeting facilities is free for Charter Partners group events. Fee for Member company meetings is $100.

Food service is available at all three meeting locations. Breakfast, lunch, break, and dinner menus are available.

Audio-visual equipment, meeting materials, staff support, and other meeting necessities also are available.

Charter Partners Exploring Self-Funded Health Insurance Option for Members

Charter Partners is exploring and developing a self-funded health insurance program for Members. Members can learn more about this program and the overall Charter Partners Health Strategy by attending an information session at Charter Partners on Tuesday August 17th.

Members can obtain a quote for health coverage, according to Susan Burnett, project manager, who is coordinating the effort.

“What we’re doing is inviting Members with 50 or more employees to submit census information,” Burnett explained, noting that several Members have already moved forward and are seeking quotes. “That will allow them to get quotes, coverage information, plan design options, and other information so they can evaluate a self-funded health coverage option for their own company.”

“If a Member then decides this would be a good option for their company, they can then implement the coverage,” Burnett added.

Burnett explained that Charter Partners also “will be looking at this on a Community-wide basis to explore, validate, and develop this option.

“We want to have a good picture of how this might work on an individual company basis and on a community basis.” A critical mass -- a small number of Members -- is needed to validate the concept, she emphasized.

The new coverage program is in line with the long-term vision of the Charter Partners Health Initiative: to get better health at lower cost, explained Todd Welch, co-founder of Charter Partners. This new effort aims to see if Members can obtain affordable health care on a self-funded basis with a stop-loss “fence” in place to limit financial risk. The plan designs offered in this program can incorporate consumer-driven concepts such as Health Reimbursement or Health Savings Accounts.

Charter Partners is working with a consultant that will be available to participating Members to help them evaluate the program.

“To obtain a quote for a Member,” Burnett explained, “we need a current census, the current plan design and rates and the renewal date.” She said that Members can call her directly at 610 438-3535 x104 if they are interested.

With fully-insured or community rated health-insurance products continuing to be extremely expensive, especially for small employers, Charter Partners is trying to break out of this track to see if other options can be built, said Welch, who began the health initiative in the fall of 2002 as a response to Member concerns about the costs and availability of health care and health insurance.

The new health coverage concept is as follows:

Trust: Individual member companies set up self-funded insurance plans through a trust.

Funding: Each company funds an amount equal to 125% of their expected claims (based on actuarial projections) plus expenses. These funds are placed in their trust account. Premiums and claims from each company are kept separate within the trust, so there is no combined risk with any other member.

Claims and Administrative Services: The trust purchases claims processing services from a third-party administrator. As claims are processed and administrative expenses are incurred, checks are written against this account.

 Stop-Loss Coverage: Each trust has a per-claim and aggregate “stop loss” amount, after which claims are paid by the stop-loss insurance carrier. (For example, the plan design may call for a $100,000 per-year stop-loss claim limit per individual.)

Claims Payments: Claims are paid from the funds in the trust as follows:
If eligible claims exceed 125% of expected claims, then stop-loss coverage pays the excess amount.
If one eligible claim exceeds an individual’s deductible, then stop-loss pays excess.
If eligible claims total less than 125%, excess funds stay in trust and can be used to fund future years.

Plan Designs: Each employer can select a plan design from a handful of choices offered by Pegasus Health Care LLC, which is working with Charter Partners to explore the concept.

Plan designs can include deductibles ranging from $500-$5,000. Employers can choose to include tax-advantaged flexible spending accounts; health reimbursement accounts or health savings accounts into the plan design. Additionally, the self-funded option means that employers and their employees stand to benefit from cost-management and health-management initiatives such as wellness programs and disease management programs.

“Training to Train” On-the-Job Athletes

Anyone with a job is an athlete.

So says Mark Everest, President and CEO, Occupational Athletics, Inc., who headed a seminar for Charter Partners Member companies, held July 9 at Charter Partners at The Farm, Easton, Pa.

Sponsored by Charter Partners along with American Re-Insurance, as part of our commitment to Excellence in Health and Safety, this one-day, pilot program “was designed to help owners and managers train and treat their most valuable asset – their workforce -- as if they were professional athletes, which they are!”

This program provided training, technology, products and support systems to enhance Member health and safety initiatives at the employee level.  The foundation of Charter Partners Health Care Strategy is Education, Communication and Personal Responsibility for Health. The Train the Trainer program is designed to build this foundation amongst the 12,000+ employees that make up the Charter Partners community.

When A DOT Audit Hits Your Firm, What Will You Do?

The question of how to handle a federal DOT (Department of Transportation) audit was the topic of a two-day seminar for Charter Partners Members.

John Cheruka, a loss-control service provider with CVSAS (Commercial Vehicle Safety & Accident Specialists), presented the seminars on June 29-30 in Easton, Pa. and July 21-22 in Cherry Hill, N.J.

Audits (also known as Federal Motor Carrier and Safety Administration (FMCSA) compliance reviews) are increasing. Recent federal legislation calls for an audit of any company that has conditional or unsatisfactory ratings, Cheruka explained. Other audit triggers include complaints, fatal accidents, and a high number of roadside inspection violations.

One of the key takeaways from the seminar was a PowerPoint slide presentation that explains and illustrates recent changes in load securement regulations. Those new regulations now include restrictions on sand blowing out of trailers and dump trucks; additionally, backhoes now face tie-down requirements for their buckets, he noted.

Statistically, the top issue that auditors find is a lack of documentation of the 70-hours-per-week and 11-hours-per day driver “hours of service” requirements, Cheruka noted.

An auditor can look at any and all aspects of a transportation provider’s records and operations, including vehicles, driver qualification files, driver physical exam files, compliance with employment record requirements, vehicle maintenance programs, and drug and alcohol testing documentation. Audits, once completed, are followed by ratings of the audited company -- either satisfactory, conditional, or unsatisfactory.

From the federal government’s point of view, audits are necessary to prevent or stop safety hazards on the nation’s highways. Nationally, more than one of every five (22.9%) roadside inspections of commercial vehicles results in an out-of-service rating on the vehicle. About 7% of all roadside inspections results in an out-of-service rating on a driver. Out-of-service ratings mean the vehicle is considered unsafe and cannot be driven once it is stopped.

What Steps Do You Take After an Accident?

If a company vehicle is involved in an accident or an incident occurs at a job site, a picture can be worth a thousand words.

That simple picture also can save time and money.

Charter Partners has teamed up with Private Label Foto to provide Members with quality, cost-effective accident kits.

Accident kits not only assist in obtaining critical information after an accident, but also can potentially reduce the cost of an accident by capturing the scene on film.



This simple, small accident kit can be invaluable in a vehicle or on a job site.


The kit will enable company drivers to record the names, addresses and license numbers of those involved; take pictures of the accident for reconstruction purposes; and record eyewitness reports. The benefits of the kit can far surpass its $4.25 price tag (including shipping)!

The accident kits contain a disposable 35mm flash camera with 15 exposures, a pencil, and an accident investigation report form. On the top of the kit is a label, which contains the claims manager's telephone number for the Member’s group.

John Cheruka, a service provider to Charter Partners with the firm of CVSAS (Commercial Vehicle Safety & Accident Specialists) says the cameras are an “excellent idea.”

“The camera really is an incredible tool that insures uniformity and gives the driver the capability of showing the truth. We walk the drivers through the process in a training course on what to take photos of such as site obstructions; damaged roads; improper signage; and, for instance, pre-existing damage on the other parties involved in the accident,” he explained.

Accident kits should be stored in a vehicle’s storage compartment. Kits can also be taken to job sites or stored in a property manager's office. Keep in mind that these kits are not limited to vehicular accidents.
